(Reuters) – The number of Afghan security forces fell sharply during 2014 thanks partly to desertions and casualties according to newly declassified US military data released on Tuesday that could add to the debate over planned US troop withdrawals The US strategy in Afghanistan hinges on the ability of Afghan forces to secure the country despite a still-resilient Taliban insurgency and increasingly limited support from the shrinking foreign forces supporting them President Barack Obama’s administration which is under pressure from Kabul and Congress to slow the withdrawal again signalled on Tuesday it was open to adjusting plans to cut US forces by nearly half this year "A plan is something you adjust over time And so I think we can adjust our plan over the next year or two" US Defence Secretary Ash Carter told a Senate hearing The Afghan national army’s (ANA) total numbers fell to 169203 down 15636 or 85 percent between February and November last year a US government watchdog reported in data confirmed by the US military "This is the lowest assigned ANA force strength since August 2011" the Special Inspector General for Afghanistan Reconstruction said in a report noting the ANA levels include Afghan air force personnel The US-led coalition told Reuters the total crept back up to 173000 uniformed personnel in January but acknowledged that Afghan commanders last year "did not set recruiting goals at levels sufficient to outpace attrition rates" Afghanistan’s national army and police suffered heavy losses in 2014 the bloodiest since the war against Taliban militants began in 2001 The forces also suffered desertions Republicans in Congress say hard-won gains could be lost in much the same way sectarian violence returned to Iraq after the US withdrawal Carter who just returned from a trip to Afghanistan said he firmly believed the US withdrawal strategy should be informed by events on the ground He did not venture a guess about what Obama might decide Obama is due to host Afghan President Ashraf Ghani in the United States later in March "I don’t know what decisions the president will make in that regard or the timetable on which he’ll make them" Carter added (Reporting by Phil Stewart Editing by Andre Grenon) This story has not been edited by Firstpost staff and is generated by auto-feed Hiroshima: US Secretary of State John Kerry visited the revered memorial to Hiroshima’s atomic bombing on Monday delivering a message of peace and hope for a nuclear-free world seven decades after the US used the weapon for the first time in history and killed 140000 Japanese Kerry became the most senior American official to travel to city touring its peace museum with other foreign ministers of the Group of Seven industrialised nations and laying a wreath at the adjoining park’s stone-arched monument the exposed steel beams of Hiroshima’s iconic A-Bomb Dome in the distance File photo of US Secretary of State John Kerry Getty Images The otherwise somber occasion was lifted by the presence of about 800 Japanese waving flags of the G7 nations including that of the US Kerry didn’t speak publicly at the ceremony though could be seen with his arm around Japanese Foreign Minister Fumio Kishida a Hiroshima native and whispering in his ear The ministers departed with origami cranes in their respective national colours around their neck Kerry draped in red white and blue "Everyone in the world should see and feel the power of this memorial" Kerry wrote in the museum’s guest book "It is a stark harsh compelling reminder not only of our obligation to end the threat of nuclear weapons but to rededicate all our effort to avoid war itself" "War must be the last resort never the first choice" he added "This memorial compels us all to redouble our efforts to change the world to find peace and build the future so yearned for by citizens everywhere" Kerry’s appearance just footsteps away from Ground Zero completed an evolution for the United States whose leaders avoided the city for many years because of political sensitivities No serving US President has visited the site and it took 65 years for a US ambassador to attend Hiroshima’s annual memorial service Many Americans believe the dropping of atomic bombs here on 6 August 1945 and on the Japanese city of Nagasaki three days later were justified and hastened the end of the war Nevertheless Japanese survivors’ groups have campaigned for decades to bring leaders from the US and other nuclear powers to see Hiroshima’s scars as part of a grassroots movement to abolish nuclear weapons As Kerry expressed interest neither Japanese government officials nor survivor groups pressed for the US to say sorry And a senior American official travelling with Kerry said no apology would occur Shortly before the ceremony Kerry called it "a moment that I hope will underscore to the world the importance of peace and the importance of strong allies working together to make the world safer and ultimately we hope to be able to rid the world of weapons of mass destruction" SHANGHAI (Reuters) – American students are getting cold feet about studying Chinese in China with many study abroad programmes in the country seeing a substantial drop in enrolment over the last few years At the University of California Education Abroad Program (UCEAP) student enrolment in programmes in China is expected to be less than half the level it was only four years ago Washington-based CET another leading study abroad group says interest in China has been falling since 2013 The apparent waning of interest worries some China watchers Given the importance of the US-China relationship having a group of Americans across different industries who speak Chinese and understand the culture is "a matter of national interest" says Robert Daly director of the Kissinger Institute on China and the United States at the Wilson Center in Washington "We can’t respond coherently effectively and fully to China unless we understand China on its own terms" he said The Institute of International Education says the number of US students studying in China fell 32 percent in 2012-13 to 14413 even as overall study abroad numbers rose modestly American students’ apparent loss of interest contrasts with Chinese students’ clamour for a US education The number of Chinese studying in the United States jumped 165 percent in 2013-14 to more than 274000 LESS NEED FOR FOREIGNERS For US students China’s notorious pollution is a concern Job opportunities are another As multinationals in China hire mostly local Chinese a growing percentage of whom have studied abroad they have less need for foreigners who speak Chinese "I came to China thinking I could learn Chinese and get a high paying job I learned very quickly that was not the case" said Ian Weissgerber a 25-year-old American graduate student in China "A lot of Chinese can speak English just as well as I can and Chinese is their native tongue too" Gordon Schaeffer research director at UCEAP says surveys suggest the decline in study abroad programmes in China might also reflect students’ migration to science and technology majors where courses need to be taken in sequence Some study abroad executives say a move towards more direct enrolment in Chinese universities could also in part account for fewer students taking traditional programmes that typically offer a summer or semester overseas Wang Huiyao president of the Center for China and Globalization and the author of a report on foreign students in China says there are too few agents in the United States bringing students to China to study and bemoans the US government’s inability to force universities to send more American students there NO PAY-OFF When students do come to China they are increasingly coming for shorter periods of time and often for trips that involve more travel than language study study abroad executives say After a burst of enthusiasm a decade ago interest in learning Chinese appears to be waning among US students Enrolment in entry level Chinese is almost half the level of 2007 at Middlebury College a private liberal arts college in Vermont renowned for its language instruction Last year’s total Chinese enrolment was "the lowest in a decade" said Professor Thomas Moran chair of Middlebury’s Chinese department Between 2002 and 2006 Chinese language study at US institutes of higher education leapt 50 percent according to the Modern Language Association (MLA); it grew a further 16 percent between 2006 and 2009 But from 2009 to 2013 growth in enrolment had slowed to just 2 percent an MLA study released last month shows Enrolment in all foreign language courses at US higher education institutions fell 67 percent between 2009 and 2013 according to the MLA study "It really comes down to money" says John Thomson a veteran China study abroad executive "You’re taking yourself out of the job market for a couple years to study an extremely difficult language with no guaranteed pay-off at the end" (Reporting By Alexandra Harney; Additional reporting by Shanghai newsroom; Editing by Alex Richardson) This Don’t rejoice too soon about US QE2

first_img Show Comments ▼ whatsapp Don’t rejoice too soon about US QE2 IT now looks as if the US will embark on another round of quantitative easing (QE), sooner rather than later. Last night’s minutes could hardly have been any clearer. While an important minority of Fed decision-makers remains opposed, or (sensibly) wants to wait for additional information, “many participants” think that unless growth accelerates, unemployment fall or inflation increases, it would be appropriate to provide additional monetary stimulus. There is a great danger here. QE should only be used to prevent a collapse in the money supply and the economy, of the kind which turned a recession into a depression during the 1930s. Yet the US is not in recession and is probably set to grow by 1.5-2 per cent over the next few quarters. Bad, yes; but not catastrophic and natural given that the private sector is deleveraging and capital is being reallocated from bubble-time investments to more appropriate usesQE’s aim should not be to “create” yet more unsustainable “growth”, or to boost employment, and especially not just before a key mid-term election. Constant small-scale interventions would soon lose their utility; a muddled, half-hearted attempt at QE2 born out of internal compromises would help nobody. The markets were being far too short-sighted when they rejoiced yesterday.SAVERS’ WOESIt is a terrible time to be a saver, especially here in Britain. Low interest rates, higher tax and rampant inflation are wiping out those with the fortitude and self-control to put some of their income aside for a rainy day. Given how desperately the British banking system needs greater funds, as it seeks to wean itself from the money markets, and the looming retirement crisis, this has all the signs of a disaster in the making.Inflation figures out yesterday showed that the consumer price index, the government’s favourite measure of inflation, remained at 3.1 per cent. The retail price index remained extremely high at 4.6 per cent. Even assuming that the CPI is the best measure, just to maintain the purchasing power of their savings, a basic rate taxpayer needs to find a savings account paying 3.88 per cent per annum, while a higher rate taxpayer at 40 per cent needs to find an account paying 5.17 per cent. Only 55 accounts are available to 40 per cent band taxpayers, all of which bar two are ISAs, according to MoneyFacts. It’s pretty hopeless for 50 per cent taxpayers, needless to say, who have zero incentive to save in cash-style instruments, even though rates have started to rise slowly in recent weeks. Savers hardest hit by the rise in inflation are those who rely on their savings to supplement their income, many of whom are pensioners. The ultra-low, zero or even negative cash savings rate – and the growing worries about equity and credit markets – is one reason why so many people are repaying their mortgages as fast as they can. The Bank of England reported that there was a net housing equity injection of £6.2bn in the second quarter. This was up from £5.3bn in the first quarter, was the largest net injection of equity since the first quarter of 2009, and the ninth successive quarterly net injection of housing equity. The political and media discourse is fixated on the benefits of low interest rates and the need to make credit easier. But those who provide the funds to allow the lending are getting a truly raw deal.
